Let's see the spiritual significance of what was 'Dispersed in Confusion' means and who Zerubbabel was?
Zerubbabel was one of the captives in Babylon who played an important role in laying the foundation of the house of the Yahuah. I urge readers to read the book of Ezra to understand how Zerubbabel stood up strong to build the house of the Yahuah.
In the quoted verses from Zec 4 verse 10 says that the Plummet (measuring line) was in the hand of Zerubbabel with those seven (referring to the Revelation of Messiah)
Zec 4: 10 For who hath despised the day of small things? for they shall rejoice, and shall see the plummet in the hand of Zerubbabel with those seven; they are the eyes of YAHUAH, which run to and fro through the whole earth.
We see a picture of Messiah revealing himself to his elect in all ages. The eyes running to and fro through the whole earth is a picture of Messiah's revelation for his elect in all ages. He has the measuring line.
I will just quote a few verses from Ezra to give you a back ground on Zerubbabel. There were adversaries of Yahudah (Judah) and Banyamin (Benjamin) who came to him stating they too want to build the house of the Yahuah but he rejected their offer because they were adversaries of the children of Alahym. When these people were refused by him they sent a letter to king Artaxerxes IN THE SYRIAN TONGUE (Aramiyth) stating to check the records of king of Babylon that these are a rebellious people and don't pay revenue to the kings ruling over them and Artaxerxes asks the records to be searched and finds it to be true and commands to stop building the house of the Yahuah. Here are the verses.
Ezra 4:4 Then the people of the land weakened the hands of the people of Yahudah (Judah), and troubled them in building,
5 And hired counselors against them, to frustrate their purpose, all the days of Cyrus king of Persia, even until the reign of Darius king of Persia.
Ezra4:6 Now in the reign of Ahasuerus, in the beginning of his reign, they wrote an accusation against the inhabitants of Yahudah and Yerushalam.
Ezra 4:7 And in the days of Artaxerxes, Bishlam, Mithredath, Tabeel and the rest of his colleagues wrote to Artaxerxes king of Persia; and the writing of the letter was written in Aramaic and translated from Aramaic.
Ezra 4: 14 Now because we have maintenance from the king's palace, and it was not meet for us to see the king's dishonor, therefore have we sent and certified the king;
15 That search may be made in the book of the records of thy fathers: so shalt thou find in the book of the records, and know that this city is a rebellious city, and hurtful unto kings and provinces, and that they have moved sedition within the same of old time: for which cause was this city destroyed.
16 We certify the king that, if this city be builded again, and the walls thereof set up, by this means thou shalt have no portion on this side the river.
Ezra 4:23 Now when the copy of king Artaxerxes' letter was read before Rehum, and Shimshai the scribe, and their companions, they went up in haste to Yerushalam (Jerusalem) unto the Yahudi's (Jews), and made them to cease by force and power.
24 Then ceased the work of the house of Alahym which is at Yerushalam (Jerusalem). So it ceased unto the second year of the reign of Darius king of Persia.
But Zerubbabel rose up and started building the temple of Yahuah with the prophets of Alahym helping him which is a picture of elect being laborers in the vineyard of Messiah.He and those with him were questioned by the governor as to who gave him the permission to build the temple and a letter was sent to Darius to search the records that the command to build was given by Cyrus king of Babylon & Persia. Zerubbabel understood that the law of the Persians state that once a king of Medes Persia makes a decree it cannot be reversed. This law of the kings of Medes Persia can be understood through the book of Esther. So he was not afraid to build the house of Yahuah because king Cyrus had commanded it.
Ezra 5:1 Then the prophets, Haggai the prophet, and Zechariah the son of Iddo, prophesied unto the Yahudi's (Jews) that were in Yahudah (Judah) and Yerushalam (Jerusalem) in the name of the Alahym of Yasharal (Israel), even unto them.
2 Then rose up Zerubbabel the son of Shealtiel, and Yeshua (Jeshua) the son of Yozadak (Jozadak), and began to build the house of Alahym which is at Yerushalam (Jerusalem): and with them were the prophets of Alahym helping them.
3 At the same time came to them Tatnai, governor on this side the river, and Shetharboznai, and their companions, and said thus unto them, Who has commanded you to build this house, and to make up this wall?

Zerubbabel was a type of Messiah, the one who builds the house of Alahym and that's what we read in Zech 4:10 that the plummet was in his hand with the seven eyes which run to and fro the earth
Matt 16:18 And I say also unto thee, That thou art Kepha (Peter), and upon this rock I will build my assembly; and the gates of hell shall not prevail against it.
The Grace of Messiah can be seen by him(Messiah) supporting the seven candle stick by HIS PRESENCE because the promise that the last Adam would be the Quickening Spirit was given to Messiah
Zec 4:6 Then he answered and spake unto me, saying, This is the word of YAHUAH unto Zerubbabel, saying, Not by might, nor by power, but by my spirit, saith YAHUAH of hosts.
7 Who art thou, O great mountain? before Zerubbabel thou shalt become a plain: and he shall bring forth the headstone thereof withshoutings, crying, Grace, grace unto it.
Hence we see the 2 Olive branches besides the seven pipe candle stick was Messiah the Helper. This nine branch Menorah consists of seven branches with additional raised branches. The extra light is called a shamash (Hebrew: שמש, "attendant"/"Helper") and is given a distinct location, usually above or below the rest. The first candle stick needed a priest daily in the temple to ensure that there is oil in the LAMP but the new one has two golden pipes that empty the golden oil out of themselves and these are the two anointed ones before Yahuah. The oil and the lamp is from YAHUAH himself.
Zec 4:12 And I answered again, and said unto him, What be these two olive branches which through the two golden pipes empty the golden oil out of themselves?
Hence we see the fulfillment of the words 'Not by might, nor by power but by my Spirit says Yahuah in Messiah' who is that Spirit who gives the GOLDEN OIL and the LIGHT.
Rev 2:1 Unto the angel of the church of Ephesus write; These things saith he that holdeth the seven stars in his right hand, who walks in the midst of the seven golden candlesticks;
In every way he is identified with his elect. The plummet in the hand of Zerubbabel and his eyes(Revelation of who he is) which run to and fro the earth points to Messiah.
The other mystery hidden in his name is ' Sown in Babylon'/'Descended from Babylon', 'Babel' being part of his name. We know what happened in Babel, Yahuah descended down to confuse the language of men and diversified Mystery Babylon from it's physical rule to spiritual rule with the beastly kingdoms on earth .
9 He was a mighty hunter before YAHUAH: wherefore it is said, Even as Nimrod the mighty hunter before YAHUAH.
10 And the beginning of his kingdom was Babel, and Erech, and Accad, and Calneh, in the land of Shinar.
Gen 11:5 And YAHUAH came down to see the city and the tower, which the children of men builded.
9 Therefore is the name of it called Babel; because YAHUAH did there confound the language of all the earth: and from thence did YAHUAH scatter them abroad upon the face of all the earth.
Yahuah further gives us the meaning of 'Babel' here which means 'confound'/'confuse'. In the name ZERUBBABEL Isn't Messiah hidden? Many claim to know him but lack the golden oil and the light that comes from him. Alahym made it this way because when Alahym confounded the languages of men he allowed Mystery Babylon to teach and seduce people by confusing their language in understanding who the true and living Alahym is. Carnal man doesn't understand the language of Alahym and lives in confusion of an 'unknown tongue'.
We see the descending of Yahuah to confuse the languages of men and all men including the elect were in this confusion
Daniel 9:7 O Yahuah, righteousness belongs to you, but unto us confusion of faces, as at this day; to the men of Yahudah, and to the inhabitants of Yerushalam, and unto all Yasharal, that are near, and that are far off, through all the countries whither you have driven them, because of their trespass that they have trespassed against thee.
8 O Yahuah, to us belongs confusion of face, to our kings, to our princes, and to our fathers, because we have sinned against you.
9 To Yahuah our Alahym belong mercies and forgivenesses, though we have rebelled against him;
10 Neither have we obeyed the voice of YAHUAH our Alahym, to walk in his laws, which he set before us by his servants the prophets.
2 The kings of the earth set themselves, and the rulers take counsel together, against YAHUAH, and against his anointed, saying,
3 Let us break their bands asunder, and cast away their cords from us.
Looking at Zerubbabel, in the midst of all the confusion he was wise and this attribute is displayed by Alahym in that he catches the wise in his craftiness (1 Corin 3:19-20). He understood that the laws of the kings of Medes Persia state that once a decree made by a king cannot be reversed and has to be fulfilled so in his zeal he continued to build the house of Yahuah. He did not allow the enemies of the people of Yahuah to partake in building the house. The pagans have no portion in the house of Yahuah/ of the golden oil. We are the house of Yahuah that Messiah is building. There is no room for those without a wedding garment.
Eph 2:18 For through him we both have access by one Spirit unto the Father.
19 Now therefore ye are no more strangers and foreigners, but fellowcitizens with the saints, and of the household of Alahym;
20 And are built upon the foundation of the apostles and prophets, Yahusha the Messiah himself being the chief corner stone;
21 In whom all the building fitly framed together grows unto an holy temple in Yahuah:
22 In whom you also are builded together for an habitation of Alahym through the Spirit.
Finally we see Alahym saying that he will make 'Zerubbabel' a signet/seal of shaking the heavens and the earth which shows that this is spoken of Yahusha the Messiah.
Haggai 2: 20 And again the word of YAHUAH came unto Haggai in the four and twentieth day of the month, saying,
21 Speak to Zerubbabel, governor of Yahudah, saying, I will shake the heavens and the earth;
22 And I will overthrow the throne of kingdoms, and I will destroy the strength of the kingdoms of the heathen; and I will overthrow the chariots, and those that ride in them; and the horses and their riders shall come down, every one by the sword of his brother.
23 In that day, saysYAHUAH of hosts, will I take you, O Zerubbabel, my servant, the son of Shealtiel, says YAHUAH, and will make you as a signet: for I have chosen you, says YAHUAH of hosts.
26 Whose voice then shook the earth: but now he has promised, saying, Yet once more I shake not the earth only, but also heaven.
27 And this word, Yet once more, signifies the removing of those things that are shaken, as of things that are made, that those things which cannot be shaken may remain.
18 And there were voices, and thunders, and lightnings; and there was a great earthquake, such as was not since men were upon the earth, so mighty an earthquake, and so great.
19 And the great city was divided into three parts, and the cities of the nations fell: and great Babylon came in remembrance before Alahym, to give unto her the cup of the wine of the fierceness of his wrath.
Finally we see the letter sent to king Artaxerxes IN THE SYRIAN TONGUE. These were the adversaries of Judah and Benjamin, the very same people who said that they worshiped the same Alahym as Zerubbabel. These are the so called Jews who are actually trampling the outer court and are ones clinging to Messiah but are FORNICATORS. The letter in the Syrian Tongue is symbolic of the like language of the pagan people which was sent as a confusion and speaks of what Yahuah did at Babel when he Dispersed them in Confusion to follow a strange language besorah gospel. They sent this letter in Syrian tongue (Aramaic) to get favor from the king against Yahuah's people.
Names in Alahym's word carry spiritual truths and 'Zerubbabel' though it sounds as a pagan name, the name reveals the purpose of Alahym in showing us who Messiah is to those who are in rebellion to him and who belong to him and who Mystery Babylon is and who belong to her. Because of the confusion of the languages many have made a 'gad' of their own making but in this confusion of language Yahusha still builds his house and gives the golden oil to his own.
* Please note that there was no name change for Messiah. Zerubbabel is tied up to Messiah in a spiritual significance of judgment on Alahym's house by Confusion set in at the foundation*

God had confounded the language of men and carnal men can't understand the true revelation of God and His Christ.At the last trumpet the mystery of God will be finished and all the lies of men will be brought to light.
Yes Haggai 2:22 does say that those that ride chariots(in rule) and the horses shall come down everyone by the sword of his brother. Here is the verse.
Hag 2:22 And I will overthrow the throne of kingdoms, and I will destroy the strength of the kingdoms of the heathen; and I will overthrow the chariots, and those that ride in them; and the horses and their riders shall come down, every one by the sword of his brother.
This also reminds of the verse from Psalms 20:7 some trust in chariots and some in horses but we will remember the name of the Lord our God. Those trusting in chariots and horses are blinded and are not knowing and remembering the true and living God. That's why they have confusion in not understanding the spiritual language from God's word. They are all over and think by coming out of church they are safe and they are showing a false hatred towards the whore but don't understand their own whoredoms.
